Mechanics Lien Law Changes
October 7, 2009 For the second time in three years, Pennsylvania's Mechanics Lien Law of 1963 (the "Lien Law") is about to be amended.
These new amendments will become effective on October 11, 2009, and the people that will be affected most by these
amendments are subcontractors and suppliers working on large residential construction projects.
PA Contractor Law Changes
January 1, 2009 On October 17, 2008, Governor Rendell
signed into law the Home Improvement
Consumer Protection Act (the "Act"),
effective July 1, 2009, providing statewide
registration of contractors, disclosure and
contractual benefits to homeowners,
criminal penalties for home improvement
fraud and economic remedies for violations
of the Act.
Pennsylvania Sales Tax Rules
February 6, 2008 Generally, a construction contractor will pay Sales Tax on the purchase price of all property, including
materials, equipment, components, and supplies, which it purchases and installs in the performance of its
construction contract. However, different rules apply to construction contracts with a government
agency or a purely public charity holding a Sales Tax exemption.
Tax Alert
January 8, 2008 On December 27, the Pennsylvania Supreme Court issued a decision which authorizes local jurisdictions
to subject a greater number of businesses to local gross receipts taxes. Localities that did not have such
taxes (known as business privilege and/or mercantile taxes) as of Nov. 30, 1988 are statutorily barred
from enacting the tax.
OSHA Published Final Rule
November 15, 2007 On November 15, 2007, the U.S. Department of Labor's Occupational Safety and Health
Administration ("OSHA") published a final rule that requires employers to pay for most
employee personal protective equipment ("PPE").
